Prompted by replies from the responsible Greek authorities to letters from both Greek and European citizens, expressing concern and disgust in regard to the lack of adequate animal protection and more specifically to the situation with stray companion animals in Greece, we stress the following points:
The content of the authorities’ letters does not answer the questions posed, does not describe the true extent of the problem and more importantly, it misleads European citizens. The replies are stereotypical, lack substance and are based on a ‘phantom’ law that has never been implemented.
The tragic conditions of existence for stray companion animals on islands, in cities and villages, as witnessed by both Greeks and foreigners is the Greek reality - not the answers of those who couch their replies in politically advantageous platitudes, be it employees of Greek Ministries or Greeks serving in the European Union. These replies insult the intelligence of those who express their disgust as they become the recipients of deception and lies on the part of the Greek State.
Unfortunately Greece, while a member of the EU, has not, in many cases complied with the conventions it has periodically signed. This also applies to the huge subject of protection of companion animals, an EU convention that Greece signed on 13 November, 1987 and ratified in the Official Journal of the Hellenic Republic A31/27.2 1992.
Nobody denies the existence of the relevant laws. None of the laws, however, has been capable of halting the backward course of Greece in relation to other member states, since none is observed. The big difference between other European countries and Greece is that they regard companion animals as an integral part of life, and their care and welfare as an example of progress and culture. Other States have laws that are observed with almost religious fervor, special police who deal with animals, infrastructure and organized shelters in every city, excellent collaboration among the State, legal bodies and animal welfare organizations and, above all, animal welfare education. In Greece, the State continues to live in a fantasy world, insisting that it has effective laws, that the municipalities collaborate and initiate sterilization programmes and care for stray animals and that the incidents of animal cruelty are isolated incidents as elsewhere in the world.
Once again, we state and will continue to state, until we see changes, that incidents of animal cruelty are not isolated but generalized. The municipalities do not conform with the encyclical from the responsible Ministries and Greek law. They do not undertake sterilization programmes and the government has currently done absolutely nothing in order to change the unfavourable picture of Greece abroad, despite satisfying itself with letters of response which have absolutely no substance.
For all of the above reasons, we strongly object to the stereotypical, untruthful and misleading letters sent to European citizens in response to their protests at the situation that prevails in regard to animals in Greece. The official Greek response deviates strongly from the truth and we ask the Government to listen to the animal welfare movement in Greece and to take substantial measures that will genuinely comply with the European Convention on the protection of companion animals and that will result in a reversal of Greece’s bad reputation.
Finally we call on the Government and responsible Minister to consider whether the fall in tourism in Greece this year is the result not only of the international economic crisis but also due to declarations from thousands of Europeans, not only tourists, that they will never visit a country indifferent to the protection of animals, a country with its signature on a convention to which it has never committed.
We consider it our obligation to use all available means to inform all European citizens of the truth and the real way the Greek State deals with companion animals and will distribute this letter to all interested parties, in Greece and abroad.

In regard to your letter of 06.08.2009 on the subject of “Treatment of stray animals in Greece” addressed to Mrs. Diane Beijer and Sarah Capogrossi we, in turn, write to you on behalf of the Hellenic Coordinating Committee of Animal Welfare Organizations listed among the recipients below.
Mrs Stathogianni,
We are acquainted with the European Convention for the Protection of Companion Animals, as well as, the Protocol for Animal Welfare.
We are aware that Member States – Members of the European Council who signed the Convention did so because they regarded the objective of the Council as the realization of a closer union between members and because they consider that a common policy and practice leading to responsible behavior by companion animal guardians is not only a desirable objective, but also a realistic one.
We also know that each Member State is obliged to undertake the essential measures required for the provisions of this Convention to be put into force.
In addition to all the above, we are also more aware than any other body, of the real situation prevailing in Greece in regard to the protection and welfare of stray companion animals.
Greek animal welfare organizations live this reality daily and official replies from the authorities in both Greece and the EU remain anecdotal in animal welfare circles as they continue to face the problems firmly placed on their shoulders by an irresponsible Greek State.
You claim that the International Agreement of the European Community cannot act in regard to protection of animal welfare because this is outside its policy. However stray animals in Greece, who cry out for help, should have the same opportunities as those of more advanced EU countries and they cannot wait for change only in the form of statements such as “ Greece, as member of the European Union is obliged to provide for their protection and welfare” and for a European Community that is unable to control or intervene if one of its members fails to undertake its responsibilities, responsibilities that have been voted on by European Members of Parliament. The theory must be put into practice.
Thus, we ask you to inform us of the relevant EU controlling body so that every citizen who has the legal right, including animal welfare institutions, may ask for the imposition of sanctions and measures against Greece for her continued unacceptable indifference on the subject of the protection and rights of animals so that Greece is forced to undertake and implement the regulations of the both the Convention and the Protocol.
As official representative of both the Greek State and European Citizens, we ask for clear answers and await your response.
